The steel production chain is straightforward but scales quickly. Upstream, you need iron ore mined and smelted into iron plates (1 iron ore → 1 iron plate in a standard Smelter, 1.0 s). The Steel Smelter then takes 2 iron plates and produces 1 steel plate in 1.5 s. So the base ratio is 2 iron ore per 1 steel plate, plus the energy cost at both smelting stages. Downstream, steel plates feed into several key recipes: Steel Gears (2 steel + 1 iron plate, 0.5 s, in an Assembling Machine), Steel Wheels (2 steel + 1 iron plate, 0.5 s, in an Assembling Machine), and Steel Pipes (2 steel plates, 0.5 s, in an Assembling Machine). Each of these in turn feeds electric poles, steam turbines, nuclear fuel assemblies, and higher-tier logistics. The typical bottleneck is the iron smelter bank upstream, because you need double the iron plate throughput relative to steel output. Ensure your iron smelters (or electric furnaces) are sized at roughly 2× the steel smelter count. The Steel Smelter itself is rarely the limiting factor unless you are also feeding it from a single, narrow conveyor. As the factory grows, the chain scales linearly: for every additional 1 steel plate/s you need, add roughly 2 iron plates/s of smelting capacity and the corresponding mining. At very large scale, consider upgrading to Electric Furnaces for the iron stage to reduce energy overhead, and group Steel Smelters in banks of 8–16 for easier conveyor routing.
